About the CEB
The Council of Europe Development Bank (CEB) is a multilateral development bank with an exclusively social mandate. Established in 1956 by eight Member States of the Council of Europe to address the challenges of refugees in post-war Europe, the CEB is the oldest European multilateral development bank. Today, with 43 Member States, we serve as a major instrument of solidarity in Europe, financing social investment projects that serve the most vulnerable.
Our Mission
Our primary mission is to promote social cohesion in Europe, which we define as the capacity of a society to ensure the well-being of all its members, minimizing disparities and avoiding marginalization. We fulfill this mandate by providing financing and technical expertise for projects with high social impact across three core lines of action:
Investing in people: Enhancing human capital through education, health, and social care.
Promoting inclusive environments: Investing in social and affordable housing and urban/rural development.
Supporting jobs: Bolstering economic and financial inclusion through MSME financing.

In line with our current Strategic Framework, the CEB is actively responding to the most pressing social challenges of our time, including the integration of refugees and migrants, the reconstruction of Ukraine’s social sectors, and the acceleration of climate action through a "just transition" lens.
